
A major policy change in San Diego County now permits qualifying tiny homes on wheels to serve as legal primary residences. The expanded housing option applies to unincorporated areas of the county, whereas previous regulations only allowed tiny homes to be used as accessory dwellings behind an existing house.
The County of San Diego confirmed in September 2025 that qualifying tiny homes on wheels can meet the legal definition of a dwelling under the local zoning ordinance. The county formally announced the expanded housing option on October 1, 2025, opening up new possibilities for multi-generational housing and more affordable lifestyles.
The updated county rules do not mean a tiny home can be automatically placed on any piece of land. Each property requires an individual review based on specific location criteria, zoning classifications, allowable density, septic or sewer capacity, water access, and utilities.
Prospective owners must also navigate site conditions such as fire access, safety requirements, grading, and flood issues. Local real estate agent Stephanie Sundell, known as the Tiny House Realtor, has adjusted her services to assist buyers with these property considerations and the county permitting process before they purchase land or order a home.
To qualify under the county standards, tiny homes on wheels are generally limited to a maximum size of 430 square feet. Owners must obtain an official county permit and ensure the structure meets specific certification and construction standards before the home can legally be installed and occupied.
